They appear to be empty, I can see no flames in those pails.

Well ... errrrr.... ummmm Adulamite ...I think the fire was being used elsewhere when I snapped this photo. Yeah, that's right. The smoke had cleared. That's my story and I'm sticking to it!

I think the idea is that, in case of a barn fire, you could scoop up some sodium bicarbonate or ammonium phosphate and throw it on the flames.

I took this photo at a train station. I'm thinking there is sand in those buckets, but I honestly did not look inside of them. At least I can't remember looking ..... Maybe i did and just FORGOT. Argggghhh!
