I think he means 'touched' like someone who is a bit simple, a sandwich short of a picnic, you know, a dropped at birth sort of thing.

Oh. Right. Now I get it (she laughs weakly and ruefully). My apologies. Much happening in my personal life at the moment, and I seem to be blogging with half a brain (or less ....). I guess you could say I am operating one can short of a six-pack ... LOL.
